Cell phone services are critical to enhancing access to telecommunications in developing countries or rural areas where fixed lines remain limited. Africa has the highest reported growth rate: 260 million subscribers in 2007. However, accurate numbers are hard to come by. A single person may have multiple subscriptions, or they may be pre-paid customers which are difficult to count.
